Gun ranges and land

I am thinking about a business idea of purchasing land and starting gun ranges where anti gun groups are most popular under the belief there is likely lent up demand. Any non obvious considerations?

Environmental idea would be to put down layers of plastic before you lay do the dirt, it may reduce lead and metals seeping down as a way to "protect the environment" in those areas.

Ask people to bring their cardboards to use as target holders and have a recycling can on site as a way to upcycle and recycle cardboard and other household items?
