Replacing old windows in South Florida

Hi BP, 

Newbie here just about to close on my first fix and flip in South Florida. Found a great property with lots of potential. My question is what is the cheapest/best way to go about replacing windows with impact windows. Ive been told doing impact would be about the same as doing non-impact due to the need for a hurricane shutter if i go non-impact(which would make up the difference in price). Should i simply get quotes from several window companies to come and take care of it or would it be cheaper to go to Home depot and order the windows and have an experienced contractor come and change them out. This property def needs new window but its a bit more pricey than i had expected, and throwing my budget off a little. By my calculations i would be saving atleast 2-3K if i ordered the windows through Home depot my self than having a company come out and do it all. Any recommendations from BP'ers in South Florida ....or anywhere?? Any advise is greatly appreciated!!

@Nicole Marshall get the windows squeeky clean, light sand if old finish is flaking off or oxidized, automotive spray primer and then automotive enamel spray paint.  look brand new!!! cheap fix.
