Vacant Houses Code Compliance

I've been looking at several Category 2 Vacant buildings. A couple of them are up on Hubzu and Auction.com and are bank-owned buildings and have not had the code compliance report completed yet. Can the bank sell the property without completing that report? If I make an offer, do I need to specify it being contingent on completion of that report or is that an industry standard?
