Found a house on a cesspool

Im in California. I found a house on a cesspool, which I think is also known as a tight tank. The owner said it needs to be decommissioned and have the house connected to the street sewer and water lines (it's on well water right now). Just wondering if this is even worth pursuing for the right price. I've definitely got the upper hand on this one.

Yes, it’s worth it if you run your numbers and if you think you are going to make decent profit.
