Making The Offer on Notes

The more reading and the more research I do about Notes, the more I'm positive that it is the best investment model for me. Now I'm used to the ways of investment properties, but in my research there's almost no mention about what to offer. How do you come up with purchase price? Is the system the same as wholesaling or lease option (ARV-EXP...etc) or is the system to follow and structure based on % of the value like the (LTV)? or Do you just pay the asking cause it's already discounted enough?

How do you come up with your purchase price when you are buying?
