Create a separate front entrance to the Basement in DC home

Friends: I’m looking to create a new front entrance for house basement. I was wondering if anyone has done this recently &what was the cost? Home is between H and 3rd St NE  Washington DC. Advice and recommendations are welcomed and appreciated. Blessings. Bob
