Quad Unit In New Jersey

I Found a Quad unit 399K in NJ where I live. The current rents are roughly 1,200$ Per unit. The interest rates are very high right now and the purchase price is high as well. Do you think this is a reasonable deal to approach?

First thing that really comes to mind to me is the true status of the tenants.

Are they current?

Will the bank statements verify that?

Are there or have there been any eviction filings on any of the tenants? If so how many?

And I'm not sure if you mentioned it but who's paying the utilities?
