Hello, Anyone have suggestions?

I found an abandoned property not too far from me in Massachusetts. According to the only neighbor, the owner left 8 years ago and never came back. There is no mortgage but she has not paid the taxes since 2007 and owes $38,000. The city will not do a tax auction, they only keep adding to the lien. I hired a PI to track her down. She lives in FL and will not respond to phone calls or a letter. What next?
