tips on contracting large condo's/apts. unfinished from developer

Hi, I am looking to possibly get a contract from a developer that has unfinished condo's/apts. From the look of things, I thinking he may have run out of cash. Need to get tips on how to make the approach. I have found the property info. from the county successors office and I know the company behind the project. Not sure just how to go about contacting the person in charge and how to put the possible deal together depending on the details. This would be bigggg!!!! Love to hear from our community with ideas/thoughts.
