Getting creative when contractors are scarce

Hi all, as an investor and property manager I have seen myself finding no available contractors for specific jobs. Either because of high demand and low availability or because the job is too small. I'm interested in hearing about what resources you have used when you have seen yourself in this situation, if you ever have. At the moment we are implementing a training program for young candidates motivated to learn new skills and also setting up a system to even fly out of state contractors to our city for larger projects.
