Illegitimate bill from PMC

Two years ago I had to replace the HVAC, and got bid from Company A that was business partner of my PMC. But I end up using HVAC quotes from totally different company.

Fast forward today, that HVAC Company A submit a bill to my PMC which they just bill me although I actually never use the service.

This is so bizarre, first how come these HVAC company submit a bill for something that never pay ; and second, my PMC is just bill me for something that never happened. Why they are so reckless.

Is this common ?
