Neighbor replaced fence before waiting to consult us
My current tenants were out on vacation for a week in early August. When they got back, they noticed one side the backyard fence was replaced and there was a note taped to the backdoor.
The note was the neighbor who live behind my rental. She posted it on the Tuesday my tenants were gone, stating that no matter what she was going to replace the fence. She said she was quoted $2000 and want us to contribute half of the cost. When i saw a picture of the note I was surprise at the tone she had used.
The tenants returned home on Sunday, so the fence was replaced sometime between Wednesday and Saturday. That was a pretty short time frame.
There was no prior communication or notice. The tenants also told us she had never said anything about the fence to them before either.
Now we were at the rental just late December last year to work with another neighbor, who lived next door (not the lady who lived behind the rental), on fixing a leaning section of the fence between the two houses.
That neighbor and I did communicated and agreed on getting the fence fixed. We were also able to find an experienced handyman and got the job done for less than $160 (covered new post, cement, three rails, 12 pickets, plus hauling off the old fence and clean up).
In April we have also stopped by the rental and checked. Fences were looking great. So I don't get why this neighbor couldn't talk to us first before replacing the fence in such a hurry.
I do recall she had some climber that were planted against the fence a year back, as we have helped her trimmed them. She seemed reasonable and nice back then.
Should I be a good neighbor, just go talk to her and explain to her why she should have contacted us before getting the fence done, and still pay $1000? I will need to ask her to show me the work order as well.
*Some of the pickets and rails whoever did the fence were pressure treated lumbers and not even Red Cedar..

For only a grand on your part and having the neighbor take care of all the logistics, I'd be really happy. Don't sweat the small stuff.
