FHA 3-4 unit self sufficiency test question !

Hello, so I have been searching for a 2-4 unit to house hack using an FHA loan. I found a triplex that I think would be perfect for me. I called my lender to get an updated pre-approval to send with my offer, and he told me it would not pass the self sufficiency test requirement for an FHA loan? He told me that 75% of 2 of the units rent must cover the entire mortgage payment! Can anyone confirm this ? I was under the impression that it was 75% of all 3 units rent, even though I would be living in one unit. Any help would be greatly appreciated!

@Jacob Gardner Self sufficiency test really makes qualifying (with 5% down) for a triplex or fourplex tough to do right now. Duplexes don't have this rule. I would consider looking for a duplex or a single family home you can make into two units.
