Found some properties, stuck on next step

Hello fellow investors,

I found several properties with all sorts of issues: blighted, tall grass, boarded up, structural issues etc and stuck on the next step. I am on my county's Tax Assessors site, looking up each address to get owner information but don't know what else to look for. Is this the only site to get owner address and phone number to contact or this site should be enough? 

My location: Houston area
