Free and Clear direct mail campaign

I have a bout of analysis paralysis... any suggestions on search parameters for a free and clear direct mail campaign to pick up some deals for wholesale or rehab myself. 

My thoughts are:

- pick towns that I know well

- houses built before 1960 

- last sale date more than 20 years ago

I then take a look at the property photo to make sure it needs work, and then automatically discard properties transaction histories that indicate recent activity (such as moving into a trust).

I'm going to send out about 250 handwritten letters.

Any comments from anyone who has been successful with "free and clear"?

I am currently mailing to landlords a similar amount per month. Finding out that equity doesn't always mean motivation.
