Driving for dollar lead - property owned by county

I have a Birddog send me a vacant property that clearly has been boarded up for over a year. I did some research to track the owner and it says that the property is owned by the city. I’ve always negotiated buying a property direct to seller. What do I say to the city? What are my next steps to take down the property from the city to either wholesale or buy and flip it myself?
