Targeting Lien Lists and Probate Direct Mailing

I have access to the full deed database online in my county.  What exactly should I be targeting to get some solid leads?  I'm able to see Liens, Probate, etc.  I can also view all documents but have to click on each one to physically see which ones have actual large amounts of taxes due and which ones don't.  Is there an easier way? A Scraper?

For Probate direct mailers should I be targeting the person who is put in charge of the estate?

@Grant Rothenburger Luckily I can view it all online.  Issue I'm running into is everything is in PDF and scanned in so I may need to go down and see if I can get lists.  Either that outsource to India and have them create a spreadsheet for me.  May do that.
