County says I can't use site information as a mailing list
I was trying to find some tax delinquent properties (or any deals) in my county, and so started with the county website. The website, and county worker, both said that any list or listing by the county cannot be used as a part of a mailing list or as a marketing tool, and that doing so would violate both state and federal law.
How then do people come up with tax delinquent lists? Isn't it illegal? Is there a way around it? Is that just peculiar to my county? I live and am searching in Kootenai county, Idaho by the way.
Any help would be greatly appreciated.

If you look at the line just below the signature box, it reads:
"I certify that the information reviewed or received will not be used as a mailing or telephone list as prohibited under Idaho Code §74-120."
