Deferring costs of Solar Panels

Does anybody know if it is legal to make tenants pay the monthly solar panel lease fee and what the solar company is charging for the electricity generated? 

The lease that the property manager set up, that the tenants signed, only says that the tenants are responsible for the utilities. Nothing is in writing about the solar panels or any associated costs with the solar panels.

The tenants are now questioning being asked to pay the Solar City monthly fees.
