MGR in North Mass or South NH?

Hello everyone. I’ve been listening to BP for 3 years and have finally saved enough money for my first owner occupied 4 family in the North MA area or NH. I’m pre approved for a renovation loan (totaling ~500k). My goal is max cash flow. I’ve looked at Gardener, MA to Methuen, MA to as far as Concord NH. Does anyone have any suggestions? Also, has COVID impacted any of these more than other?
