Tenant not allowing entry because of dog

Question has anybody had a tenant that won’t allow you entry because their dog could bite you and isn’t willing to meet you except on Sundays or after 5 PM because they work such long hours? I have a tenant that does both of these so when something needs to be fixed like a furnace he forces me to have people come after hours which costs me 1 1/2 times as much since I have to pay after our fees do they have the right to do this? If I don’t meet his demands he says he’s going to have it fixed himself and send me the bill or not pay rent Or that I will have to pay for him missing work.

Dangerous dog sounds like a liability and likely a lease violation on some level. I’d work on the most painless way to replace the tenancy.
