Loan options for vacant Land

Are loan options different when there is no dwelling yet on the property? I am trying to put together a plan to buy a 1-2 acre piece of land, preferably somewhat secluded, where I can put 2-3 container homes for short-term rentals. I am looking in the Cooks Forest/Allegheny national forest area of Pennsylvania. I want to use as little of my own money as I can, but I'm not sure what sorts of loans I can get for land with no house on it. I am also wondering if the cost of the construction could be tied into the loan. I found a 2 acre property for 50K, I know from some examples I've found that I can complete a container home for about 20K. Lets say we put two on the property, so 90K so far. Electric is available, but it seems I would have to install septic, not sure how it works to get drinking water to the property. I am prepared to provide all documentation necessary for a lender to deem this plan "safe", but I don't know if any lender would do this, if going conventional is an option, or if I need to get more creative. Any insight would be greatly appreciated.
