Is 2025 a buyers market?

Hello, new here. I am currently looking into the market for a small multi family, or large house to house hack. I'm seeing alot of properties here on indianapolis sitting on the market. I'm pretty new and bought my first house at almost the hight of the market kn 2022, because I needed something. 

Does any one have any suggestions on neighborhoods to buy in, that are under appreciated ? I'd love to be near mass ave, but that looks pretty tapped!
