Property in flood plain- Custom Build- What can be done

Looking at a lot which is in flood plain. There are other nearby houses and am being told it has never flooded. Anyways, trying to custom build for first time. Will simply raising the lot and building home resolve flood issue or does county/city have more strick rules?
