Rezone land for mobile park use

I'm exploring many different ideas relating to mobile home parks. My question is, if I buy raw land and request to rezone the land for a mobile home park use, will this be worth doing or are my chances very slim with this? I'm not exactly sure how much is required when requesting to rezone but I heard I need an engineer to draft a plan and have to attend zoning meetings. This is a whole new realm to me.

@Amber Ponte what you're proposing is near impossible. You need to check out @Frank Rolfe's MHU bootcamp
