Finding homes in the pre-foreclosure process

Hey everyone.  I just learned about the notice of default.  According to David Greene’s book, this is public information.  How do you find out if a homeowner has been given a notice of default?

Is this in the public records or do I have to search another avenue?  Is there more than one place I can find this information?
