Housing Strategy Help

I am having a really hard making a decision on which path I want to follow moving forward. Currently I am in the Navy and I will be moving to Key West, Fl fairly soon and will be there for 3 years. Does it make much sense to buy a house (VA Loan 0% Down w/ Approx. $2300/m in Housing Allowance) try and house-hack in that VHCOL area, then try to rent the entire house out while out of the area? Is it unrealistic to expect that to work or should I rethink my plan?

House-hack a four-plex. This will give you three rentals and you could still rent out the other bedroom in your unit or have a private unit to live in alone. After 1-2 years, do it again. When you PCS, turn them over to a property manager and you'll have eight rentals. Do it again at the next duty station.
