Rent Control Question

So my client got an offer accepted for a 2 family with rents substantially below market value. He intends to raise them, and that posed a question. [Located in Hawthorne, NJ]

What are some ways to get around rent control? The Tenants are month to month. If we can get them to vacate is he then free to raise the rents to market value?

@Kevin Mantell there is certainly rent control throughout North Jersey. Definitely in Bergen County and certainly in Hudson County where it is quite common. 

Passaic County even has in some cities (i.e. Paterson) but it is typically more lenient. 

I would review the City Ordinances and call City Hall to confirm.
