Prevent Freezing Pipes

Hi all, I’ve a rental property in Chicago  with a crawl space basement with exposed piping. What’s the best way to prevent those pipes from freezing? Does anyone have recommendations on automatic space heaters that turn on at a specific temperature? Or any other best practices would would be greatly appreciated.

Heat tape would be the best option. I think you can even install it yourself. All you need is an electrical source.
