Best thermostat for tenants

Hi all!

Was wondering what's the best brand for thermostats / can be locked at a temperature to install in my properties?

I don't necessarily want to "lock" in a certain temperature - I just want to be able to set it so it cannot go above a certain temp.

If it's a long-term rental, tenants should pay for the utilities. Even if you pay the utilities and then pass that on to the Tenants, there are ways you can make them responsible for paying the cost of excess heat.

A smart thermostat with programmable limits can cost you hundreds to install, just to save a few dollars a month?
