Appropriate time frame for snow removal

In the last year, my partner and I have added quite a few multi family properties to our New England based portfolio. In that time, we have gotten increasingly busy and no longer do the snow removal ourselves due to time constraints and efficiency. We have chosen to seek out a third party provider. Placing the responsibility on the tenants just does not work unless you have very specific rentals (side by side duplex, sfh, etc). Beyond those, it just makes sense to include that as a service. Having said that, what do people feel is the appropriate amount of time after a storm ends to have the properties cleared? Is it okay if snow removal takes place during "off" hours while many tenants are sleeping? 99% of tenants are okay, but that small percentage always have an issue despite how much you attempt to communicate with them. Just wanted to gather some opinions, thoughts, experiences good and bad alike. I feel like this is the one area that seems to never go as smoothly as many other areas in our business.

It should be as soon as possible. Multiple times if necessary to keep lot and sidewalks clear. I absolutely love cities that give out fines for not shoveling sidewalks.
