Should property manager charge management fee for the first month

So this might be a silly question, but if a property manager charges half month rent to find a renter, should they still charge the management fee (8% in our case) for that first month? What if the tenant placement fee is one month rent? TIA

@Helen Shen response here from a PM. We do charge the leasing fee and the management fee from the first months rent. These are two different things; Lesse Fee is for procuring a tenant, the Management fee is for managing the property. We still must get the home ready, prepare the lease, deal with Association's etc.... the list goes on and on. PM's really get paid very little per month on all the things we deal with on an hourly, daily, monthly, yearly and after hours. We work 24 hours a day! When you break it down, we only get paid dollars a day
