Can NOT get another meter hooked up

On the same property I have

A singlewide

A doublewide

A studio apt

They all share the same well

There is one electric meter for the singlewide

And another meter for the well, doublewide and studio

I can NOT get another meter

Suggestions how to rent them and split the electric?

Replied

Only option I can think of would be implementing RUBS.
