Global warming? The hottest day on record was back in 1936 when air conditioning did not exist.

If my Google research powers are correct, the average rent for a two-bedroom is around $2,000 a month. Can't Tenants afford their own $100 window air conditioner? Is the Landlord responsible for ensuring they have a cold beverage in the evenings, as well?

How many heat deaths were there out of the 6 million people living in the state of Maryland?

This definitely sounds more like an opportunity to someone to get a soundbite then legislation that will make a positive difference.  @Nathan G. fantastic examples and you hit this one on the head.  Properties are rented in as is condition.  I can't sign a new cell phone plan and then demand unlimited data after the fact.  I'm sure if AC is that much of a concern for a tenant they can find something in the same price range with it included.

While I realize it can get hotter in MD then here.  People survived before airconditioning.  I have tenants who choose not to put in AC. I am glad this law allows tenants to opt out. I would hate to have this result in requiring AC units that tenants won't use because they pay electric blocking the window and pushing the temperature over the limit. It would be better to have an open window.

Also based on the stats above you have to wonder what happened in MD in 2018?

I think this is more nonsense legislation that makes legislators "feel good" while providing undue burden on landlords. Maybe the property is leased without a dishwasher too, should that be provided by law next year? Tenants can see during the inspection that there is no AC and accept the property as heat only. If they aren't happy with that, they're free to go elsewhere.

Eveyone is making a big deal about this, and Ive been intimately involved in the lobbying of the law.....but if a landlord cant afford $100 for a window a/c unit, then they shouldn't own a rental property.
