Landlord Rights in California
If a Lease agreement state the tenants have an option to go month to month if they request it prior to 60 days of lease expiration, is the Landlord required to agree to it?

If the lease agreement says "Tenants" have the option, then you've essentially given them the power. The agreement should say something like, "Tenants have the option, with Landlord approval, to continue their lease on a month-to-month basis..." This gives you the option of denying their request.
