Window egress permit - Inspector found no permit

An inspector inspected my investment property last month due to a report on illegal accessory apartment. He didn't find any accessory apartment and claimed that I have a basement bedroom egress window installed without permit (by the previous owner). However, now it is my problem.  Does any one here can help me in stepping through getting the permit needed? The county will fine me for $1k if I don't comply by next inspection (in two weeks!)

I am planning to move in to this property in April this year and rent the most part of the house. This property is located in Montgomery County, MD. 

Your help is really appreciated.

Something doesnt really make sense. You dont need to have a permit for a legal size egress window. They can make you remove a bed from a room that doesnt have a proper egress window, but I do not believe they can fine you for a room that has a legal egress window.
