It was stated on the letter sent to me, the fine will be $1k. The window is up to the code, but there was no record that the previous owner has a permit when the window was installed. 

how can I start to get a permit?

An inspector inspected my investment property last month due to a report on illegal accessory apartment. He didn't find any accessory apartment and claimed that I have a basement bedroom egress window installed without permit (by the previous owner). However, now it is my problem.  Does any one here can help me in stepping through getting the permit needed? The county will fine me for $1k if I don't comply by next inspection (in two weeks!)

I am planning to move in to this property in April this year and rent the most part of the house. This property is located in Montgomery County, MD. 

Your help is really appreciated.
