Illegal dumping and yrespassing

My neighbor is having drainage work done by someone that's not licensed.  That person has dumped bricks in my yard.  I asked him to remove them and he hasnt.  I also questioned why he didn't ask permission to fill a hole on our property.   Filling the hole will benefit my neighbor but they didn't consult with us prior to doing anything on our property.   Should I contact the city or file a police report?

A polite conversation with the neighbor is a good start. If they refuse, then you have to decide if it's worth fighting over or if you should just wait to see if they make it right. If they filled a hole on your property, maybe they think they're doing you a favor.
