Stopped at the Finish Line: The 6-Inch CO Problem

Speaker: Rick Shaffner, Managing Director at Saltwater Properties, LLC

  • Stopped at the Finish Line: The 6-Inch CO Problem

Rick Shaffner with Saltwater Properties did everything right. Permits were approved. The building was completed. The finish line was in sight. Then everything stopped—six inches short.

In this case study, a newly constructed condo building was denied a Certificate of Occupancy over a six-inch elevation discrepancy. After prior approvals and sign-offs, the project hit an unexpected wall at the worst possible moment: completion.

This is not just a story about one project. It is a real-world breakdown of how small technical details, shifting interpretations, and municipal processes can create major financial and operational risk.

This session will walk through what happened, where things broke down, and what investors, builders, and agents need to understand to protect themselves before they ever get to the finish line.

No theory. No fluff. Just a hard look at how six inches can stop an entire deal.
