Ice dam, water behind the walls etc

Had a mysterious leak in the basement's ceiling when it snowed heavily this winter.

I have asked for the community input a while ago (https://www.biggerpockets.com/forums/67/topics/183...), and finally one of the contractors gave me a possible reason. 

According to him, the water has built the ice dam where the neighbor's gutter touches the party wall. He thinks realigning the gutter will solve the problem. Does it make sense to you?.... 

The spout is still on that end and I would think the water would still come that way?..

I would move the downspout to the opposite side and re-slope the gutter to the exterior corner.   It seems odd to drain to the interior portion of the façade unless there are provision at grade for both downspouts.   I can see the potential for ice damming especially if this faces north or east where it would receive minimal light to melt snow.   

If snow drifts on the roof portion you could get ice damming at the siding location between roof and wall.  Maybe try to remove some siding and see if there is any water damage or staining.
