Housewrap for stucco required?

Hi I'm in the middle of a stucco project. Showed the city inspector today and he said that we are missing housewrap over the plywood. We are already at the scratch coat right now and I'm worried that we will have to take it down to put the wrap on. Is housewrap required for residential properties? I spoke with a stucco contractor today for a second opinion. He told me that housewrap is only required for commercial properties. Any advice would be appreciated thank you

Ask the city inspector.  His view is the only one that counts.
