My Fiance's Mother Passed Without A Will

I'm confused on how to advise my fiancé. Her and her sister are now at odds over their childhood home. Her sister is attached to the property and wants to keep it. But their mom only owed less than $60k on the house but it needs about $30k worth of work. The homes in her area are selling for over $350k. Their mother also left them her savings and 2 life insurance policies where worst case scenario they stand to inherit at least $50k a piece from those. In DC is it ok for my fiancé to pull her share of the equity in the house out and give the house to her sister without her sister's permission? I'm asking because it appears they won't be coming to an agreement on what to do with the house.

Probate court will decide on splitting the assets, and whether to sell the house.
