Can anyone recommend the best floor plan software that works with a pen?

I don't know what the "best" is but I really like MagicPlan. I've been using it for years. I just did a floorplan of a commercial space the other day and it took about 15 minutes. This particular floorplan is accurate to within 1-2 inches on every wall which is good enough for marketing. You can get far more accurate with that if you do some additional calibration and take your time.

This is just one example of hte output. It's watermarked with my logo and has just two basic measurements. It will also output a more detailed floorplan with every measurement, a detailed page for each room, etc. There are ways to add structural things like stairs, different door types, appliances, fixtures, and more.

Once it's done, it can export as an image, PDF, a 3D floorplan, and more. I don't know what the prices are now but the program is free and then you pay per floorplan if you want better features or to use the drawings commercially. When I bought my credits a few years ago, they basically cost me $1 per floorplan. I still have about 20 left to use.
