Use the elementary school districts to help sub-segment that part of Hagerstown. You will see where the Fountaindale Elementary School boundary starts which is an 8/10 rated school and north of its southern boundary, to include North Hagerstown High School's boundaries. Zillow is good for the school lines.

Washington County Maryland is unique in that they have magnet programs at a bunch of the schools that the kids can go and less overcrowding so other than a measuring stick for crime the parents have tons of options for their kids school wise. Some of the High Schools rate a little lower like North Hagerstown 5/10 but its a very solid school. my own children go to Smithsburg schools in the same county so we are very familiar with all of the programs and areas.
