If she is unhappy- best option is to look elsewhere

A landlord should clean it up and in some places have it inspected. It all depends on how badly your son's mom wants the place.  Rock the boat and she doesn't get it.  If she has good credit and doesn't need the apartment then voice your opinion.

The condition at move in depends on what the agreement was between landlord and tenant at time of signing lease.

We can not answer the question without knowing what that agreement was.

IF the landlord wont clean and she still wants to move in, just have her take pictures of the condition, including the insides of drawers, ceiling fans, ovens,etc.  Send a copy to the landlord for documentation purposes. This way she can leave it in a similar condition when she leaves.

Sounds like it may be tough getting things repaired etc if they wont even clean between tenants.

So your mom, had signed a lease? and this was walk thru when she arrived.. I would take note of conditions with photos and request a cleaning crew to come out and clean it.

I guess if she really thinks it's a mess then don't pay the rent.. until it's cleaned and ready to go. Some how she needs to get landlord on the ball and get it freshened up and clean so she can move in.. they might have been delayed if last person was out late but she deserves a clean unit.

Landscape,, is rather hard,, as long as lawn is mowed I guess that's all that's required.

Figure out who's responsible to maintain the grounds.
