Depending on the financial health of the HOA, even if it is discovered that you owe the full amount, the board may forgive a significant portion of the debt if you pay the balance quickly and promise to pay timely in the future.

@Jessie Nunley  Flooding of this nature is contaminated water,, it has more potential for health hazards and of course who know what's involved or how bad each situation is but the clean up efforts are going to be huge and each has it's own measure of how to deal with individual cases, broad spectrum is this is going to be worse than Katrina for housing losses

As HUD states, you can require "reliable" sources, which could be within your local region (unless the applicant is new to the area), and explicitly reject "online" sources.You also can still have "reasonable" restrictions, such as requiring a recent Veterinarian report that proves the animal is in good health and well cared for and identifies the breed, weight and other identifying elements.
