To soften the blow of the rent increases, take care of any maintenance, repair issues immediately and add a few cheap upgrades to the unit, extra shelving for the garage, add an exterior light or replace an outdated one inside.

Wait until this virus blows over, assess the market, raise the rent but only to the point where when they look for other comparable rentals, they will see that they're better off staying put.I do understand your thinking as far as asking the tenant.
