I'm literally starting from scratch so EVERYTHING is new to me from the terminology to how the game is played to....well, everything!

@Michael McDermott - No experience but I'm curious to know how this plays out as there's a house I'm looking to acquire right now that if I do I'll be challenging to the assessment too as it is significantly higher than all recent comps. 

Probably too advanced plays for you at this point, however it should give you hope that there are ways to solve problems for profit. 

Is the property held in a trust or does the heir have court powers?  

As there are a ton of different wrinkles and programs, both local and federal, its tough to be a bit more focused on what could be in play.

Use this as a learning experience, don't expect this to be a huge win.PS: My philosophy is if I'm going to spend money on due diligence and legal fees (since this is almost guaranteed to be a FC play) then I'd rather do it on an asset that's worth 40-50k+

Go to the Tax Assessors' website, play around with it a little by looking up properties. 

If you're looking for an appreciation play, I'd definitely stay as close to the bus routes as you can, which, for most of Brewerytown, runs down 29th St.
