I have heard the horror stories about Section 8 tenants destroying property, and the flipside that the vouchers are difficult to get and a recipient would lose their voucher for an eviction, so they take care of the house.

However, if the system is set up, the service member may have a payment directly transferred to a designated recipient. 

Money (or a visa gift card) is always an attractive option for a recipient

I am in Texas and my mom is a vet...she had to dig to find out that there are foreclosures that are offered to VA loan recipients before available to the public and I am sure there is much more that she doesnt know.

But it would seem appropriate that a gross sale of $1 mil with the components of $700K actual sale and $300K gift, would still require a reinvestment of $1 mil since the gift is made of value to avoid taxation to the recipient so the gain should stay with the donor.

Months later, on Easter morning he showed up on our doorstep wearing a suit and tie and gave us a touching Easter card.

Here is what I had to do to open the account:1- Had tenant fill out a W9 and send me his birthdate.2- Gave the tenant a standard receipt when he gave me the security deposit (my name as recipient, amount of security deposit which can not be more than one month's rent, date received, address (aka description) of rental property)3- Once the security deposit was deposited, I took the W9, copy of the lease and the tenant's birthdate into TD Bank along with my ID.

Direct mail has it's place and works well when done consistently and at a high enough level (thousands of mail pieces per month) and more than 5 times to each recipient over a year.  

Funds are available immediately and there is no cost to ither the sender or recipient.

Here are some response rates I can share from my pilot of 371 recipients, which I mailed up to 4 times over a 3-9 month period.
