James the reason we get our current crop politicians elected is that they run on intellectually suspect talking points like the one you just made to win over ignorant voters. 

It's just one of a multitude of laws or acts, passed by rule happy politicians, to make life near impossible to live without a bank of attorneys at the ready to fend off people who sue for any cause. 

The politicians pass rent control rules to satisfy their constituents but they ignore all the economists that point out all the flaws in rent control.
